Systematic innovation strategies for enhancing cash waqf intention on crowdfunding platforms: An analytical hierarchy process-based prioritization framework

Abstract

Cash waqf has re-emerged as a strategic instrument in Islamic social finance due to its flexibility and potential to support inclusive socio-economic development. However, despite its considerable potential, participation in digital cash waqf through crowdfunding platforms remains limited. This study aims to identify priority strategies to enhance public intention to contribute to cash waqf on crowdfunding platforms. We used the analytical hierarchy process to evaluate five decision criteria: perceived benefit, ease of use, facilitating conditions, transparency and trust, and religiosity, and three strategic alternatives. Expert judgments were collected between October and November 2025 from 11 respondents comprising academics, regulators, and practitioners. The analysis was conducted using Expert Choice software, and all pairwise comparisons satisfied the acceptable consistency threshold. The results indicate that perceived benefit is the most influential criterion, followed by ease of use and facilitating conditions. The global priority synthesis reveals that a strategy emphasizing digital transparency and real-time reporting ranks highest, followed by simplified user experience and institutionalized social campaigns. The study further highlights the potential of emerging technologies, including artificial intelligence and blockchain-based waqf systems (waqf-chain), to support transparency, accountability, user experience, and stakeholder engagement in crowdfunding-based cash waqf platforms.
